Description
A practical 10-week short course designed for councillors and local government representatives to strengthen their oversight, accountability and legislative functions. The programme equips participants with tools to scrutinise budgets, monitor service delivery, enforce transparency, and represent citizens effectively.
What You Will Learn (6 modules)
● Module 1 — Foundations of Local Governance and Oversight: roles of councillors, separation of powers, and accountability frameworks.
● Module 2 — Budget Oversight and Financial Accountability: reviewing budgets, expenditure tracking, audit processes and fiscal transparency.
● Module 3 — Policy and Legislative Functions: drafting bylaws, policy analysis, and aligning local legislation with national frameworks.
● Module 4 — Monitoring Service Delivery: tools for tracking performance, citizen feedback mechanisms and reporting.
● Module 5 — Ethics, Integrity and Anti-Corruption: codes of conduct, conflict of interest management, and anti-corruption strategies.
● Module 6 — Citizen Engagement and Reporting Back: participatory governance, town hall meetings, and communication strategies for accountability.
