Foreign school award
Secondary school certificates, O Level, A Level, school leaving awards and the IB Diploma.
Start with UNEB. It assesses school qualifications against Uganda’s school standards.
Follow the UNEB routeForeign higher award
Postsecondary diplomas, higher diplomas, HNDs and university degrees.
Start with NCHE. Apply for recognition and equation of your higher qualification.
Follow the NCHE routeUgandan award or unclear level
UNEB-issued UCE or UACE is a Ugandan award. Ask NIU which verification documents to submit.
For vocational, professional or foundation certificates, ask NIU to confirm the award level and relevant assessment authority.
Ask NIU before payingThe full guidance for each route is below.
Equivalence and admission are separate. The authority determines the status of your award. NIU then checks the approved subject, grade and other requirements of your chosen programme. An equivalence result does not guarantee admission or credit exemptions.
Guidance by country and award
These are examples, not a list of automatically equivalent qualifications. For a foreign diploma or degree from any country, use the NCHE route. The table below focuses on school awards.
| Country or system | Award you may hold | Your practical next step |
|---|---|---|
| Uganda | UNEB UCE or UACE; foreign-board awards taken in Uganda | Submit UNEB awards to NIU for its admissions check. For Cambridge, IB or another foreign-board award, follow that award’s foreign qualification route. |
| Kenya | Kenya Certificate of Secondary Education (KCSE) | Arrange confirmation through KNEC’s QMIS guidance. Request the verified result for UNEB, then follow the UNEB steps below. |
| Tanzania | CSEE and ACSEE | Contact NECTA for official verification. Include both award levels where relevant. UNEB determines the Ugandan comparison. |
| Rwanda | National secondary or advanced secondary leaving certificate | Use the exact title and examination authority shown on your award. Ask that authority to send verified results to UNEB; arrange accepted English translation if needed. |
| Burundi | National secondary leaving or state examination award | Request verification from the competent examination authority and follow the UNEB route. Confirm translation before commissioning it. |
| Democratic Republic of the Congo | National secondary leaving or state examination award | Arrange official issuer verification and English translation as directed by UNEB. A percentage mark or award title alone is not a Ugandan grade conversion. |
| South Sudan | National secondary school certificate | UNEB permits verification and confirmation letters from the South Sudan embassy in Kampala. Contact its education or consular section for requirements, then complete UNEB equation. |
| Sudan | National secondary school certificate | Use the published Sudan embassy verification option in Kampala. Prepare the original-language award and follow UNEB’s translation instructions. |
| Somalia | National secondary school certificate | UNEB permits verification and confirmation through the Somalia embassy in Kampala. The embassy letter supports the UNEB application; it is not the equivalence decision. |
| Eritrea | National school leaving award | Contact the Eritrea embassy in Kampala about UNEB’s accepted verification-letter route. Follow the UNEB steps after obtaining the required confirmation. |
| Ethiopia | National secondary leaving or university entrance school award | Contact the Ethiopia embassy in Kampala about verification and confirmation letters accepted by UNEB. Submit the award with the exact examination title and year. |
| Nigeria | WAEC WASSCE or NECO SSCE | Start with WAEC’s digital certificate services or NECO e-Verify, as applicable. Ask the issuer how to send confirmation to UNEB. A result-checker screenshot does not complete equation. |
| Ghana | WAEC WASSCE | Use WAEC Ghana’s confirmation guidance to arrange results sent to the receiving authority. Continue with UNEB. |
| South Africa | National Senior Certificate or other matric school award | Ask Umalusi for its overseas-study verification procedure. Confirm how the required report will reach UNEB. |
| India | Class XII school leaving certificate and marks statement, for example CBSE; other board awards | Contact the board named on your certificate for verification to UNEB. Include Class X documents if requested. Different boards and award levels require individual assessment. |
| Cambridge or other international examination board | IGCSE, O Level, AS Level or A Level, taken in any country | Contact your actual board. Cambridge candidates can request a certifying statement. Confirm the document and recipient UNEB requires. O Level, AS Level and A Level are distinct awards. |
| International Baccalaureate | IB Diploma or individual IB course results | The IB Diploma is a school qualification, despite its name. Ask NIU and UNEB how to provide the official IB record. IB transcripts normally go directly to higher education institutions; sending one to NIU does not complete UNEB equation. |
| Other countries | National baccalaureate, high school diploma, senior secondary certificate or another school leaving award | Follow UNEB’s school-award route and arrange verification through the awarding authority. Tell NIU the exact title, issuer, year and subjects so the correct route can be confirmed. |
Country examples identify where to start. They do not prescribe a universal KCSE grade, percentage, IB point score or school-award conversion for all NIU programmes.
How to apply to UNEB
Use this route for a foreign school qualification. Open the official equation portal.
- Prepare your details. Have your passport or accepted ID, school results and examination details ready. Obtain NIU’s current recipient address and email from Admissions.
- Arrange official verification. Ask your examination body to send verified results to the Executive Director, UNEB at equating@uneb.ac.ug. Use the published embassy route for the five countries identified above.
- Confirm translation. If documents are not in English, ask UNEB which translation route to use before paying an external translator.
- Complete the online application. Register or log in; enter applicant and institution details, upload the signed declaration and the documents requested.
- Pay the official invoice. Follow UNEB’s verification and payment instructions. Keep the receipt and application reference.
- Track and follow up. Use the portal and its email or SMS notices. UNEB publishes a minimum of five working days from payment, not a guaranteed completion date.
- Confirm NIU has the result. UNEB sends the assessment to the requesting institution. Quote your NIU application reference when following up with Admissions.

Budget for the authority’s charges
The portal currently displays UGX 200,000 per East African document and UGX 250,000 per document from elsewhere, plus UGX 70,000 per results page for translation through UNEB. Confirm your category and total through its invoice. Issuer verification may have a separate charge.
UNEB’s website mentions embassy or recognised-institution translations; its application portal describes UNEB translation. Confirm which is accepted for your case. The invoice controls the current fee.
How to apply to NCHE
Use this route for a foreign postsecondary diploma, HND or university degree. Start from NCHE’s official recognition guidance and follow its application link.
- Prepare your evidence. Obtain certified certificates and complete transcripts, identification, and English translations where needed. If names differ, prepare the required statutory declaration or deed poll and published name-change evidence.
- Open REQIMS. At the NCHE application portal, choose the application type appropriate to your study purpose and select “Foreign Qualification”. If the purpose is unclear, ask NCHE before continuing.
- Complete the record. Enter personal details, the institution, award level, study dates and education history. Upload the documents required by the selected checklist.
- Review, pay and submit. Check the details and follow the official payment instructions. Upload payment evidence when requested; retain the application reference.
- Respond to assessment queries. Ask the awarding institution to provide verification if requested by NCHE. Keep its contact details available.
- Send the decision to NIU. Submit the recognition or equivalence result with your certificate and transcript. Any credit-transfer request is assessed separately.

Common questions
Does being from an EAC country remove the need for equivalence?
EAC recognition arrangements support regional mobility. Follow the applicable UNEB or NCHE procedure unless the authority confirms a specific exemption for your award. Country membership alone does not establish your eligibility for a particular programme.
I have an IB Diploma. Should I apply to NCHE?
The IB Diploma is a secondary school qualification. Start with NIU and UNEB to confirm the school-level assessment and official-results delivery procedure. A university diploma is a different qualification.
I hold a degree and foreign school certificates. Do I need both authorities?
Possibly. Ask NIU which qualifications support your entry route. NCHE assesses the higher award; UNEB may also be needed for school prerequisites. One assessment does not automatically replace the other.
Can I use a result screenshot or a notarised copy?
A clear copy helps identify your award. Official issuer verification and the authority’s assessment are separate requirements. Ask the authority what evidence it accepts; notarisation alone does not establish Ugandan equivalence.
My certificate is lost or my documents are incomplete.
Contact the issuer about an official replacement, confirmation or certifying statement. Explain missing documents to NIU and the assessing authority before paying. Refugees and displaced applicants should ask about accepted identification and available assessment procedures for their circumstances.
Can I start the NIU application while assessment is pending?
Ask Admissions about the current intake deadline and whether it can review an application pending equivalence. Follow any conditions in a written offer. Pending assessment does not establish final eligibility or reserve a place automatically.
Does equivalence give me module exemptions or professional registration?
No automatic exemptions follow. NIU reviews prior learning and credit transfer separately. Nursing and other regulated programmes may also have professional requirements beyond academic recognition.
