Description

A practical 10-week short course designed for municipal leaders, finance officers and local government managers to strengthen revenue mobilisation and financial management. The programme equips participants with tools to expand local revenue bases, improve compliance, manage budgets transparently and align municipal finance with development priorities.

● Module 2 — Revenue Mobilisation Strategies: property tax, business licensing, user fees, innovative instruments and compliance enforcement.
● Module 3 — Budgeting and Financial Planning: participatory budgeting, medium-term expenditure frameworks, prioritisation and resource allocation.
● Module 4 — Financial Management and Accountability: internal controls, audits, reporting standards and transparency mechanisms.
● Module 5 — Technology and Digital Systems: e-revenue platforms, GIS for property tax, mobile payments and data-driven compliance.
● Module 6 — Policy, Legal Frameworks and Reform: national regulations, municipal bylaws, reform case studies and advocacy for fiscal space.
